As the decades have passed by, the lawmaking process has become more and more complex, as society and economy grew in complexity. The Parliament of India realised that to make good laws, extensive consultations over long period of time with experts was the only way out. Hence, several committees were created in the Parliamentary system. Various governments cooperated in that process and a unique tradition was institutionalised. In recent years, there's a sudden drop in the workload for such committees, and laws are being passed in haste.
