Despite the clear and present danger of climate change spiralling out of control in near future, nations of the world are taking a lot of time working out an emergency action plan. What's stopping them?

The world realises and accepts - scientifically as well as politically - that there is a serious climate change problem at hand. The COP-26 was proof. But the kind of emergency action that both the emerging and the developed world needs to put into motion is simply missing. With each passing year, the tipping points would come closer. Why do you think the world is taking so long even on an existentially important issue? Explain.
