Without the Finance Commission, it'd be near-impossible to have a functioning federation of India. Discuss.

The Finance Commission of India is an institution that has stood the test of time. All governments have respected the mandate in Article 280, and constituted new FCs when needed. Even in troubling or changing times, the FCs have done wonderfully well. Debate and discuss what were the shortcomings and what does the future look like.
