When the State is extremely strong, and aloof, what happens to the last man in the line? She will need a strong civil society where activists and volunteers would be willing to pick up her issues and seek redressal of grievances. In pandemic times, it was seen that NGOs alone were able to resolve many problems at the ground level, in places where the state could not reach. What do you think is the need for NGOs in India?
